Annotation:

Purpose of the research is to analyze the system of normative-legal regulation of sports infrastructure in relation to the dynamics of development of the physical education and sports sector and to develop proposals for its improvement. 

Methods and organization of the research. The results are obtained on the basis of the synthesis of system and process approaches, scientific analysis. The basis is the priorities of state policy, the study of current problems of formation and actualization of the normative-legal framework for the development of the sphere of physical culture and sports. 

Results of the research and their discussion. The sphere of physical culture and sport (PCS) is actively developing in Russia, special industry programs are implemented and international sports events are held. This requires increasing the efficiency of sports infrastructure management in the Russian Federation and improving the system of normative-legal regulation in terms of defining the basic concepts and making management decisions on the construction of new sports facilities and reconstruction of existing ones. 
The article considers the regulatory and legal support of the sports infrastructure of the Russian Federation and offers recommendations for improving the legislation governing its development. The conducted research revealed that at the moment there is no centralized database that contains up-to-date information about sports facilities in the country. Moreover, there are no clear regulatory requirements for the use and implementation of digital technologies in the development of sports infrastructure. Improving the normative-legal framework for regulating the development of sports infrastructure, developing new approaches to classifying sports facilities and introducing digital management tools will ensure the effectiveness of mechanisms for managing the socio-economic potential of the physical education and sports sector. 

Conclusion. In the future, the regulatory framework should take into account modern challenges and trends in the development of the service economy, such as digitalization, sustainable development, customer centricity and inclusiveness. This will enable the development of multifunctional technical and economic solutions and the creation of competitive sports infrastructure capable of meeting the needs of all stakeholders in a changing social and economic environment.
