The purpose of the research is to develop proposals to overcome the identified contradictions in the legal regulation of sports reserve training in the context of harmonization of legislation.

Methods and organization of the research. The results were obtained based on the use of general scientific research methods (analysis, synthesis, modeling), special methods of jurisprudence (comparative legal, formal logical), as well as a systemic (functional-morphological) approach to cognition of an object as a system.

Research results and discussion. The legislation regulating the training of sports reserves has been studied. This made it possible to identify gaps in its regulation, including within the framework of the implementation of additional general education programs in the field of physical education and sports, and the organization of labor activities. The use of a systemic (functional-morphological) approach in the study of sports training allowed determining the presence of phenomena that constrain rational development and are excluded from the regulation of sports training. The existence of gaps in the regulation of parts of mass sports and elite sports as components of the training of a sports reserve, as well as issues of recruiting sports training groups from athletes, representing professional and amateur sports, is described.

Conclusion. The main contradictions in the current legislation were identified, which made it possible to develop a number of proposals, the implementation of which will improve the quality of training of the sports reserve, as well as the procedure for recruiting groups of athletes participating in sports competitions.
