The research purpose is to examine the activities of the institutions of Universal Military Training for the development of physical culture in Crimea in the first years after the establishment of Soviet authority.

Methods and organization of the research. Analysis and synthesis of scientific publications and archival documents, general scientific and general historical research methods were applied.

Research results and their discussion. In the first years after the establishment of Soviet power in Crimea, the matter of military training and the development of physical culture was entrusted to the institutions of Universal Military Training, formed at military enlistment offices of various levels. Their work was fully deployed after the final establishment of Soviet power in the Crimea in November 1920. The Universal Military Training institutions at the military enlistment offices took measures to preserve sports equipment and register sports instructors, register for military service and practically organize pre-conscription training for young people at special sites. At the same time, the formation of a system of mass physical education of the population was underway through the creation and activity of Sports clubs for workers.

Conclusion. The institutions of Universal Military Training played an important role in the initial formation of the military training system, however, they were limited in solving large-scale problems of mass development of physical culture and sports, which necessitated the formation of a civilian structure for their development in Crimea and the separation of pre-conscription youth training from mass physical education work among different groups of the population.
