Annotation:

The purpose of the research is to identify and substantiate the possibility and expediency of applying the experience of the structural organization of scientific and methodological support (hereinafter – NMO) of the USSR national teams in the modern system of NMO training of athletes of sports national teams.

Research methods and organization of the research: retrospective analysis of materials on the studied problem, methods of generalization and system analysis.

The results and their discussion. The analysis of modern publications on the problems of NMO indicates the relevance of the study of long-term experience in the implementation of NMO (in the 1960s-80s in the USSR and in the early post-Soviet period of sports development) for its possible application at the present time. A number of specialists consider it necessary to "return" to the practice of sports the previously existing models of NMO ‒ full and incomplete cycle. As a result of the analysis and generalization of normative acts and instructional letters of previous years, the existing approach to the organization of NMO as a centralized system that united eight large groups of structural divisions, organizations and institutions (divisions) with a clearly structured hierarchy of management was revealed. The role of scientific research in the NMO system is specified. The absence of legal validity and inconsistency with modern labor legislation of the requirements for salary increases for researchers "engaged in the work of complex scientific groups" has been established. The proposals for the formation of an NMO system are substantiated, taking into account the experience of the Soviet system and the experience of preparation for the modern Olympic Games, namely the need to apply a cluster approach with the participation of scientific institutions and educational institutions of higher education subordinate to the Ministry of Sports of the Russian Federation in interdepartmental and interdisciplinary interaction with institutions subordinate to the FMBA of Russia and other interested organizations. The proposed approach provides a direct relationship between the NMO training of sports national teams and the implementation of a closed cycle of applied scientific research aimed at solving problems of improving the effectiveness of the system of training athletes of Russian national teams, and the implementation of their results in practice.
