The purpose is to develop and structure a model of functioning of the Department of Physical Education and Sports of an educational organization, to determine the main activities of the department staff in order to form and improve the physical culture and recreation space of the university.

Methods and organization of the research. We used such empirical methods as: analysis of scientific and methodological literature, executive orders and documents; testing, questionnaires, statistical methods. A sociological survey was conducted. It identified the main wishes of students in realization of their needs for artificial motor activity, a healthy lifestyle and communication. A model of the university's physical culture and recreation space has been developed, which contributes to improving the level of health of students, and as a result, improving their quality of life.

Research results and their discussion. This model has been successfully implemented and is functioning at the Kazan State University of Architecture and Engineering (KGASU). Objective performance indicators of the Department of Physical Education and Sports of KGASU, which we will publish in detail in the next article, prove the success of the results achieved through implementation of our model of the department's activities. The work of the department's staff in the four areas of activity formulated with high efficiency allows us to conduct sports work both with students of mass sports categories and with highly qualified student-athletes.

Conclusion. The implementation of our model of functioning of the Department of Physical Education and Sports fully corresponds to the official duties regulated by the individual work plan of the scientific and pedagogical staff of the university. The construction of multi-vector work (educational, methodological, research, sports and health-educational), presented in the structural scheme of the functioning of the Department of Physical Education and Sports, will allow us to create an educational physical culture and recreation space of the university, in which student youth communities will be actively formed for various interests: science, creativity, healthy lifestyle, sports, patriotic attitude to society and the motherland.
