Annotation:

The system of sport reserve training determines success of a country in the international sport arena through meaningful reinforcement of national teams. The experts should pay particular attention not only to systematic efforts of the leading sport powers, but also to the analysis of Soviet system of sport training, which was considered to be one of the best in the world measured with «investing – outcome» scale for a long time. High competitiveness in the world sport, tough anti-doping regulations, problems of intensive sport training on the initial stages, absence of meaningful system of effective sport orientation and selection, degradation of health level, lower physical and psychic development – all these points justify the need for corresponding organizational, legislative and financial decisions of the government. Practice clearly reveals that only a comprehensive approach has successful long-term effect, including development and implementation of contemporary methods for training athletes, refinement of organizational and methodical activities aimed at children, adolescents, young boys and girls on every single stage of sport training. Renovation of the system of sport reserve training has become one of the priority tasks of public policy of the Ministry of Sport of the Russian Federation, and it is widely supported by the federal executive bodies, Russian Federation regions, national sport federations, public agencies engaged in physical culture and sport activity, as well as by vocational professional unions.
