The transformations occurring in modern society dramatically affect the vital activity of the population of the country. Due to scientific and technological progress, the ratios of physical activity are decreasing rapidly, the nature and environment of human activity is changing, and consequently it causes the deterioration of health indicators. Scientific and technological progress has dropped health risk factors on the humanity, such as acceleration of pace of life, information overloads, time deficit, urbanization, social conflicts. Modern industries and increasing stress make the majority of people work too hard wasting the precious gift of nature – the health. This paper describes the main strategic guidelines of the state policy of the Russian Federation on the preservation and strengthening of public health, highlights the social significance of physical exercise, physical and sport training as factors of healthy lifestyle development. At the moment, the country is facing serious problems related to the low physical status of the majority of population, which primarily arises from the low involvement of various socio-demographic groups in regular exercises. The population has a low motivation and value need for physical education and sporting activities. It is necessary to consolidate the efforts of state and public structures in order to improve the propaganda effectiveness and physical culture and sports development.
