The research purpose is to improve the integrative interaction of the Department of Youth Affairs, Physical Culture and Sports of the Omsk City Administration and the Omsk city budgetary institution "Sports City" with other subjects of the development of physical culture and mass sports at the municipal level through a structural and functional model explaining the mechanisms of this interaction.
Methods and organization of research. The research is based on a comprehensive analysis of scientific literature, regulatory legal acts, state statistics and empirical data.
Results and their discussion. A structural and functional model of municipal management for the development of physical culture and mass sports based on an integrative approach has been developed. Proposals have been made to improve the functioning of the mechanism for the development of physical culture and mass sports for middle-aged people in the conditions of the Omsk municipality.
Conclusion. As a result of developing a model for the interaction between the Department of Youth Affairs, Physical Culture and Sports of the Omsk City Administration and the Omsk city budgetary institution "Sports City", the insufficient effectiveness of the structural unit in the sphere of developing physical culture and sports among middle-aged people was revealed. This necessitated changes to the structural-functional model of the Department by creating a corporate sports sector within the Department of Physical Education of the Population.
