COMPOSITION AND CAPACITY OF SPORTS TRAINING GROUPS UNDER THE CONDITIONS OF LEGISLATION HARMONIZATION (BY THE EXAMPLE OF BASKETBALL) (0.24 Mb, pdf) Read

Annotation:

Purpose of the research: development of recommendations for improving the procedure for recruiting sports training groups per one coach-teacher in the context of harmonization of legislation.

Methods and organization of the research. The results were obtained based on the use of general logical (analysis, synthesis, deduction, induction, generalization, analogy) and general scientific research methods (survey, description, historical method in economics), as well as content analysis of legal acts.

Research results and their discussion. The analysis of legal acts on the organization of sports training (on the example of the sport «basketball»), since 1977, made it possible to determine the inconsistency in the values of the filling of groups at the stages of sports training. When comparing the values of the filling of groups with empirical results from various areas of effective education, there is a doubt about the effectiveness of sports training regulation. The reasons for the inconsistency are seen in the establishment of the number of groups by stages (years of stages) of sports training without taking into account the factors of the external and internal environment, focusing on the cost of the service per one student. Therefore, the gap in the regulation of the recruitment of groups, combined with the inertia of thinking of administrators and control and supervisory authorities, forces law enforcers to blindly follow the established prescriptions of federal standards for sports training on the number of groups in biosocial management systems. This destabilizes the training process, reducing the quality of training of the sports reserve.

Conclusion. It seems that the way out of this situation is to recognize the autonomy of organizations in the preparation of a sports reserve, which is expressed in the independent acquisition of sports training groups within the available financial resources of the organization for the implementation of sports training, taking into account both the age characteristics of those involved and safety precautions.
The values of the filling of groups by stages or years of the stage of sports training, per one coach-teacher, are used as calculated norms in determining the standard costs for the financial support of sports training.
